Road tolls are not making any money. The London congestion charge has failed to meet many of the claims made for it. Transport for London estimated 85% of drivers would pay £5 per day. But income slumped and the cost of running the number plate recognition system soared. One calculation estimated that it cost £4.75 per car per day to administer, hence the price hike from £5 to £8. Even so, profit last year was just £89 million. TFL has now recast the ailing setup as an emissions charge, planning to allow cars that produce less than 120g/km of CO2 back into the capital for free while charging £25 per day for anything producing 225g/km or more. But the adinistration costs have probably put many councils off the idea of tolling. ( courtesey Autocar. 24/10/2007.) |
